RE: Strengthen and comply with the Non-Proliferation Treaty!

Dear President Bush,

Nuclear weapons represent one of the gravest threats facing the U.S. and the world today. For the sake of all Americans and our future, I strongly urge you to take immediate action to support and strengthen key measures of the nuclear Non-Proliferation Treaty (NPT). These include:

  • Tighter controls on nuclear weapons technologies.
  • Expanded authority of the International Atomic Energy Agency to monitor NPT compliance.
  • More effective diplomacy to halt the nuclear weapons programs of Iran and North Korea and to resolve regional security problems.
  • Redoubling of efforts to secure nuclear materials to the highest standards to prevent terrorist acquisition.
  • The implementation of important nuclear disarmament efforts including deeper, verifiable nuclear reductions.
  • Support for the Comprehensive Test Ban Treaty and for a treaty banning the production of weapons-usable nuclear materials.

The NPT was built on a basic bargain: the non-nuclear weapons states agreed to forego developing or otherwise acquiring nuclear weapons in exchange for a commitment on the part of the nuclear weapons states to end the nuclear arms race at an early date and to engage in “good faith” negotiations to achieve nuclear disarmament. For the treaty to succeed in its purpose, both sides of the bargain must be fulfilled.

In order to strengthen the NPT, we must build a stronger and more equitable nonproliferation and disarmament regime on a global scale. With a few notable exceptions, the non-nuclear weapons states have kept their end of the bargain. However the nuclear weapons states, particularly the United States, have not shown much willingness to fulfill their disarmament commitments. Both sides of the bargain are equally important and mutually reinforcing. Preventing nuclear proliferation cannot be guaranteed without nuclear disarmament, and nuclear disarmament cannot succeed without preventing nuclear proliferation. The citizens of our nation and of the world are counting on you to ensure that our nation supports and strengthens the NPT and fully complies with all its provisions.
