Administrator Stephen L. Johnson RE: We need strong emission controls on PVC plantsDear Administrator Johnson, I strongly urge you to protect American communities from the toxic chemicals emitted by polyvinyl chloride manufacturing plants. As you know, these facilities emit vast quantities of poisonous pollution into nearby homes, churches, hospitals, and schools. Among the substances that PVC plants emit are vinyl chloride, a known human carcinogen, as well as dioxins, chromium, lead, and hydrochloric acid. As EPA itself already has found, PVC plants' emissions endanger the lives and health of people in nearby communities. I urge you to propose rules that limit emissions from PVC plants in a way that provides clean air for all of us to breathe. As you also know, many PVC plants are located in low-income, minority neighborhoods, meaning that people of color are disproportionately exposed to the dangerous chemicals that PVC plants emit. I urge you to end this environmental injustice. As a starting point, I urge you to meet with the affected communities, public health organizations, and conservationeeef groups in the process of preparing standards limiting PVC emissions. The EPA now has another chance to propose standards for PVC manufacturing plants that will protect public health and give us all cleaner air to breathe. You can bring together all sides affected by these emissions and propose a rule that is fair, ensuring safeguards that provide clean air and an adherence to the law. I will join millions of concerned Americans in closely monitoring your actions on this issue, which is vital to our health and the health of future generations. Most Sincerely,
